Lenders’ Technical Advisor for SAR 8.5 bn Jubail-Buraydah IWTP Project

Jubail-Buraidah IWTP is considered the first water transmission pipeline connecting the Eastern and Qassim Regions with potable water that will be developed with the participation of the private sector. The pipeline will transport potable water from the Eastern Province to the Qassim region through a 587 km transmission corridor and will be capable of delivering 650 000 m³ per day with storage of 1 634 500 m³. Designed for reverse‑flow operation, it is expected to serve more than two million beneficiaries and reach commercial operation in the first quarter of 2029. These attributes make the Jubail–Buraydah IWTP the largest PPP project in water sector in the region.
The project will be developed under a Build, Own, Operate, and Transfer (BOOT) model for 35 years from the commercial operation. The project is being implemented by the consortium led by Al Jomaih Energy & Water Company (45%), together with Buhur for Investment Company (35%) and Nesma Company Limited (20%).
FWPC is honored to have played a key role in this landmark project. Our team has supported lenders as the Lenders’ Technical Advisor (LTA) throughout the financial close period and has undertaken technical and environmental due‑diligence. FWPC will continue to provide its services by reviewing design compliance, construction supervision, commissioning oversight during construction period and operations monitoring throughout the 35‑year term of the Water Transmission Agreement.
